Abstract

Greenway planning has increased in popularity and visibility over the last decade as evidenced by the number of greenway planners and plans created. As a result, a proliferation of greenways have been designed and built in the past two decades. The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 represented the first federal funding legislation with broad eligibility for bicycle and pedestrian facilities. As a result, planning for bicycle and pedestrian activities has blossomed with increased planning and implementation. Figure 1 shows the increase in federal funding, aided by TEA-21 (1998) and SAFETEA-LU (2005) legislations, which has played a role in increasing the nation’s modal split of bicycling and walking from 9.7% to 11.5%. However, there is ample room for growth as this represents a level that is 3-5 times lower than that observed in Europe (Pucher, Buehler, Merom, & Bauman, 2011).
