Abstract

With a pandemic sweeping the country, recordhigh unemployment, vacancy rates increasing rapidly and a new president, 2021 continuesto be a year of transition and restructuring. Although manyindividuals hope that a vaccination will restore companies and the economy to full strength, investors may still expect adjustments to Opportunity Zone (OZ) programs.Cities, such as the City of Springfield,MA,arestill suffering from the Great Recession of 2008are particularly vulnerable to further setbacks in prosperity, businesses, employment, and the public services that is vital to the health and well-being of low-income populations, as we see the COVID-19pandemic causing the second global economic crisis in just over a decade.This study will investigate “How OZs are used and how Springfield, MA can use them to spur long-term economic growth for the local community while also incentivizing all stakeholders.”
