Address by Governor Thurmond before the US House Appropriations Subcommittee on Civil Functions and Military Construction, arguing that thye Georgia Power company should not be permitted to construct the Clark's Hill Dam (now known as the J. Strom Thurmond Dam) on the Savannah River, and that the US Corp of Army Engineers should undertake the task instead. Marginalia.
