Abstract

Generative Artificial Intelligence (AI) is rapidly transforming public-sector operations by improving efficiency, enhancing decision-making, and expanding the quality of citizen services. In South Carolina, state agencies are beginning to explore AI adoption under the South Carolina State Agencies Artificial Intelligence Strategy (2024), which prioritizes protecting citizen privacy, promoting responsible AI integration, and strengthening workforce AI literacy. However, successful implementation depends on the readiness, knowledge, and support available to government employees who interact with these technologies. This study evaluates the current level of AI literacy, usage patterns, institutional support, and employee attitudes toward generative AI across South Carolina government agencies.

Data were collected through a structured Qualtrics survey administered at the SC Interagency Drone Users Consortium (SCiDUC) Symposium in June 2025. The instrument measured participants’ familiarity with generative AI tools, frequency of AI usage in daily workflows, availability of agency-provided AI resources or training, and openness toward integrating AI into their professional tasks. Comparative and correlation analyses were conducted to examine relationships between AI literacy, institutional support, and adoption readiness.

Findings indicate uneven AI literacy levels, limited formal training structures, and moderate but growing usage of generative AI tools across departments. Employees generally hold positive attitudes toward AI integration but express concerns about data privacy, ethical risks, and over-reliance. The study highlights the need for statewide AI education frameworks, standardized support systems, and clear governance policies to ensure responsible, secure, and effective implementation of generative AI. Results contribute to the foundation for building an AI-ready public workforce and support South Carolina’s long-term strategic vision for AI adoption in government operations.
