Abstract
The term “public housing” often brings up mental images of slums, dilapidated buildings, and residents who lack the initiative to improve their lives. In an effort to improve living conditions for these residents, revitalization projects and efforts towards creating mixed-income developments have been carried out. One of the largest federal revitalization projects was the Housing Opportunities for People Everywhere (HOPE VI) program.
